Jessica Desiree Gold is the owner and founder of J Gould Consulting, a legislative consulting agency that works closely with organizations and families connected to the developmental and intellectual disability community. Her work focuses on helping people understand and navigate complex legislative systems, from the early stages of policy discussions all the way through to the governor’s desk, if that is the goal. Alongside legislative training, the consultancy also provides systematic guidance for families, helping them move through complicated service systems and connect with the resources they need. Through flexible service models, the company is able to support clients across the United States. We at CIO Global, are proud to introduce Jessica Desiree Gold as one of the 10 Most Acclaimed Women in Business, 2026.
The foundation of Jessica’s business journey began well before the official formation of the company in 2019. As early as 2012, she noticed a clear gap between legislative approvals, the success rate of bills, and the level of industry knowledge within the developmental disability space. While volunteering on both state and federal boards related to developmental disabilities, she observed that many agencies were doing meaningful work but did not fully understand the legislative processes affecting their services. With permission from the boards she worked with, Jessica began sharing legislative insights and explaining how the process worked and why it mattered. This effort led to her first consulting contract and gradually evolved into a growing business.

Even complex challenges can be solved with the right strategy.
A major turning point in Jessica’s development as a business leader came in 2021. During that year, she hosted a virtual meeting that brought together several leaders from the developmental disability sector. Her goal was to encourage collaboration and improve outcomes across the industry. While the meeting did not unfold exactly as she had hoped, it resulted in new opportunities. Two of the three participating organizations hired her to help them achieve their legislative goals. This experience also opened doors to statewide platforms in California and led to additional training opportunities in other states. Invitations and partnerships with respected state and federal agencies helped expand both her visibility and impact.
Like many entrepreneurs, Jessica faced challenges in the early years of her business. Financial limitations were a reality, especially in the beginning. She also encountered resistance from established industry leaders who were hesitant to accept that advocacy methods could be updated and improved. These challenges were addressed through a practical approach. Jessica focused on starting small and building only what she could afford based on her real budget. When she successfully trained her first client, both confidence and credibility followed. As the concept proved effective and gained wider acceptance, the business began to grow naturally, along with financial stability and industry trust.
During difficult times, Jessica stays motivated by returning to the original purpose of her work. The company was created to help underrepresented populations gain knowledge that allows them to advocate more effectively for their needs. While each client decides how far they want to take that advocacy, providing access to understanding and opportunity remains her core motivation. This sense of purpose helps her stay focused even when challenges arise.
Jessica’s leadership approach is guided by compassion, honesty, and logic. These values shape her daily decision-making, whether she is working directly with clients or planning the future direction of the company. By staying grounded in these principles, she ensures that her work remains ethical, thoughtful, and aligned with the mission of serving others.
J Gould Consulting operates as a sole proprietorship, which means Jessica often works independently while contracting external professionals when additional support is needed. Even in this structure, she places strong importance on valuing every contributor. She listens carefully to feedback, respects individual perspectives, and follows through on commitments. She believes that whether people are hired directly or contracted, feeling heard and respected is essential to building effective working relationships.
Compassion and honesty are the foundation of lasting impact.

Jessica believes there are several essential skills for women who want to succeed in business today. One of the most important is recognizing that women often operate within minority spaces, regardless of background. Understanding this reality can help women navigate challenges more strategically. She also highlights universal business skills such as delegation, management, and knowing when to outsource resources. Jessica encourages women to recognize their unique strengths and perspectives, including any additional minority identities they may hold, and to use those perspectives as an advantage rather than a limitation.
When it comes to balancing innovation with stability, Jessica focuses on thoughtful integration. She believes innovation should enhance existing operations rather than replace what already works. For example, her company is exploring the integration of artificial intelligence tools into its website, but only in ways that maintain personal connection and reliable outcomes. Preserving trust and clarity remains a priority.
Trust with clients, partners, and stakeholders has been built through long-standing relationships and mutual respect. Many of these connections existed even before the company officially launched. By honoring boundaries, aligning goals, and remaining open to evolution as the industry changes, Jessica has maintained strong partnerships while staying true to the company’s values.
Learning and staying current is an ongoing process. Jessica regularly engages in webinars, professional events, and market research, using platforms that allow business owners to stay informed. By combining continuous learning with a clear focus on results and values, she ensures that her work remains relevant and effective.
Mentorship has played a meaningful role in Jessica’s journey, often in unexpected ways. Some of her most influential mentors did not formally set out to guide her, but instead offered support through open conversations and shared experience. Over time, these relationships evolved into partnerships. Jessica also mentors other women and plans to continue supporting anyone interested in starting their own business.
Looking ahead, Jessica sees a positive future for the consulting industry, especially for firms that practice ethical and value-driven business. She believes that guidance and strategic support will always be needed in society. Through her work, she hopes to leave a legacy that shows limitations do not define potential and that even complex social challenges can be addressed through collaboration, compassion, and thoughtful strategy.
